Study: Japan nuke radiation higher than estimated

The Fukushima nuclear disaster released twice as much of a dangerous radioactive substance into the atmosphere as Japanese authorities estimated, reaching 40 percent of the total from Chernobyl, a preliminary report says.

The estimate of much higher levels of radioactive cesium-137 comes from a worldwide network of sensors. Study author Andreas Stohl of the Norwegian Institute for Air Research says the Japanese government estimate came only from data in Japan, and that would have missed emissions blown out to sea.

The study did not consider health implications of the radiation. Cesium-137 is dangerous because it can last for decades in the environment, releasing cancer-causing radiation.

The long-term effects of the nuclear accident are unclear because of the difficulty of measuring radiation amounts people received.

In a telephone interview, Stohl said emission estimates are so imprecise that finding twice the amount of cesium isn't considered a major difference. He said some previous estimates had been higher than his.

The journal Atmospheric Chemistry and Physics posted the report online for comment, but the study has not yet completed a formal review by experts in the field or been accepted for publication.

Last summer, the Japanese government estimated that the March 11 Fukushima accident released 15,000 terabecquerels of cesium. Terabecquerels are a radiation measurement. The new report from Stohl and co-authors estimates about 36,000 terabecquerels through April 20. That's about 42 percent of the estimated release from Chernobyl, the report says.

It also says about a fifth of the cesium fell on land in Japan, while most of the rest fell into the Pacific Ocean. Only about 2 percent of the fallout came down on land outside Japan, the report concluded.

Experts have no firm projections about how many cancers could result because they're still trying to find out what doses people received. Some radiation from the accident has also been detected in Tokyo and in the United States, but experts say they expect no significant health consequences there.

Still, concern about radiation is strong in Japan. Many parents of small children in Tokyo worry about the discovery of radiation hotspots even though government officials say they don't pose a health risk. And former prime minister Naoto Kan has said the most contaminated areas inside the evacuation zone could be uninhabitable for decades.

Stohl also noted that his study found cesium-137 emissions dropped suddenly at the time workers started spraying water on the spent fuel pool from one of the reactors. That challenges previous thinking that the pool wasn't emitting cesium, he said.

'Green' Apple Tortures the Environment -- for Solar! | National Legal ...

Apple logoWith all the forest clear-cutting, particulate emissions, and wildlife displacement with the widespread burning that is associated with Apple?s massive new energy-sucking data center in Maiden, NC, you?d think the folks at Greenpeace?s new Charlotte office and/or dozens of other environmentalist groups would be protesting non-stop over the damage inflicted on Mother Earth.

But such is not the case ? at least not that the media is reporting. And why wouldn?t the eco-activists show up and show their irateness and infuriation??

It?s because Apple is building a solar farm ? you know, that environmentally-friendly alternative source of electricity that creates toxic liquid silicon tetrachloride during the production of solar panels, which is being dumped by the tons in China. As you may have heard, the Chinese lead the world in the production of solar panels, which is why the Obama Administration believes we must create hundreds ? if not thousands ? of Solyndras just to keep up. And you can really count on that power ? as long as the sun shines!

Apparently it?s all worth it for the environmentalists, because they have not made a ?peep? about Apple?s woodland desecration. According to the Hickory (N.C.) Daily Record, residents and local travelers ?have seen a thick cloud of smoke? surrounding the location of the pending solar farm:

Residents who live on Millie Lane, which sits next to Apple?s property, said they were told about the burning the day it was to begin.?

?The told us they would have a fire, and only do it when the wind?s blowing away,? said Zelda Vosburgh. ?They do it 24 hours a day. The house inside smells like smoke. I don?t know if it?s hurting us, breathing it 24 hours a day. Between the smell and the smoke, it?s bad.

?It?s pushed everything out of the woods into the area here. I had a snake on my steps,? she said. ?I?ve seen rabbits and squirrels everywhere.?

Vosburgh said the burning began three years ago, when Apple began clearing land for the data center that hosts much of the company?s iCloud computer servers. Another local resident, LaDonna Hodge, said the pervasive smoke makes it difficult to breathe in her own yard. Debbie Wilson, who sees the smoke rising from her back door, said, ?It was so smoky, you couldn?t breathe. And (there was) a trail going to Lincolnton. It was real bad, just like a big old smog.?

As a result of the complaints, it appears Apple has altered its plans and will instead grind the toppled trees into mulch rather than burn them. But still, how does the elimination of 170 acres of carbon dioxide-eating forest help the planet fight global warming?

I guess we shouldn?t ask Greenpeace?s minions, because while they believe deforestation is unacceptable when it is employed for the purposes of harvesting timber, paper pulp, soy oil, and palm oil, they believe they are perfectly consistent in approval of clear-cutting for solar farms. Just ignore that spillage of hazardous byproducts from the manufacturing of panels, the vast acreage required (no trees allowed!) to generate sufficient power, and the more-polluting backup generating power needed from coal and natural gas when the sun isn?t shining.

Perhaps Greenpeace is still elated over Apple?s withdrawal from the U.S. Chamber of Commerce ? a supposedly principled stand against the Chamber?s opposition to federal climate change legislation ? and therefore willing to overlook their transgressions in North Carolina. And it wouldn?t surprise if the solar farm is part of an agreement to appease environmentalists so they will back off criticism of the server facility. After all, it was only in April that Greenpeace slammed the company?s new North Carolina data center because 95 percent of its energy comes ?from dirty, dangerous sources like coal and nuclear.?

Which brings us to the other demon in the eyes of Greenpeace: Duke Energy, which is the electricity supplier for the Apple data center. It really shouldn?t be that way since Duke CEO Jim Rogers is a master panderer to the environmentalists, but it doesn?t matter how many wind or solar farms he operates, the environoiacs just can?t get over the coal and nuclear thing. Plus, Duke wants to burn up forests too ? for environmental credit!

Must be a tough choice for the Greenies: Slam Apple for clearing land and placing their massive facility where they must use dastardly Duke power, or praise them for embracing their precious solar technology and therefore less evil coal blackness.

Synthetic Marijuana Death: Double Lung Transplant Recipient, 13, Dies After Smoking Fake Pot

PITTSBURGH ? A Pennsylvania eighth-grader who became ill after smoking synthetic marijuana and had a double lung transplant has died.

Tonya Rice tells the Pittsburgh Tribune-Review ( ) that her 13-year-old son, Brandon, died Thursday morning at Children's Hospital of Pittsburgh at UPMC. http://bit.ly/tk0Vod

The boy smoked the fake marijuana out of a plastic PEZ candy dispenser. The chemicals in the drugs caused extensive damage to his lungs. Brandon was put on a respirator in June and had a double lung transplant in September.

The boy's mother says anti-rejection drugs he'd taken since the transplants weakened his immune system and made him unable to fight a recent infection.

Gov. Tom Corbett signed a law outlawing such substances in Pennsylvania a few days after the boy smoked the substances. The ban took effect in August.

We?re checking in with teams as they hit their bye week. ?Or at least we are trying to.

Next up: The Chicago Bears.

Familiar position

Lovie Smith told everyone to calm down after the team?s loss to the Lions on Monday Night Football in Week 5. ?He pointed out that if the team could beat the Vikings and Bucs, they would be 4-3 just like last year at the bye.

Give Smith credit: That?s exactly what happened. ?After a?tumultuous?training camp and start to the season, the Bears are in decent enough shape.

The Bears season has a different feel to it after two strong efforts. They completely destroyed Minnesota, and controlled the action against the Bucs in London.

The Bears have proven capable of beating mediocre competition. They can?t beat the best NFC teams: The Packers, Saints, and Lions all have wins over Chicago.

Forte leads the way

Adrian Peterson is the best running back in the NFL. ?Matt Forte may be the most important to his team. ?Forte leads all players by a wide margin in yards from scrimmage with 1,091. ?He is just off Chris Johnson?s all time yards from scrimmage record pace.

It?s hard to overstate how good Forte is as a receiver. He has a shot to be the first running back since Marshall Faulk to put up over 1,000 rushing yards and 1,000 receiving yards in the same season. It?s no coincidence Mike Martz was involved in both seasons.

Improving passing game

Jay Cutler may have enjoyed the best two game stretch of his Bears career in the loss to the Lions and the win over the Vikings. He is looking more comfortable. His pass protection has improved from absymal to simply lame.

The offense still has to be more consistent after some early ugly outings, but it?s headed in the right direction. It?s 12th in scoring despite the 21 sacks Cutler has taken. The team has a +4 turover margin.

Safety dance

Chris Harris started the season at strong safety; he was released Thursday. Brandon Meriweather was signed for $3.25 million and now sits on the bench. The team is going young with Major Wright and Chris Conte at the position. ?This is a shaky secondary overall.

Average defense

Lovie Smith teams are supposed to be built on defense. At this stage, the Bears have been ordinary stopping opponents. Lance Briggs and Brian Urlacher are still playing at a high level, but they don?t get a lot of help. The defensive line has been decent. Julius Peppers has played at less than 100%.

Chicago?s only chance to make a postseason push is for the defense to improve dramatically.

Angling for a wild card

The Bears are three games back in the NFC North, so their only hope for a playoff spot is a wild card. They are in decent shape with wins over NFC contenders like Atlanta and Tampa Bay.

The next two weeks after the bye are huge. ?The Bears travel to Philadelphia before hosting Detroit. Sweeping those two games would put Chicago in terrific position before an oddly timed four-game tour through the AFC West.

After seven weeks, the Bears are in the mix. Their recent play indicates we?ll probably be talking about Bears tiebreakers come late December.

Missing baby's brothers to be interviewed again (AP)

KANSAS CITY, Mo. ? Kansas City police plan to re-interview the two older brothers of a missing Kansas City baby Friday as part of the investigation into her disappearance three weeks ago.

A specialist trained in interviewing children will talk to Lisa Irwin's brothers, The Kansas City Star reported Wednesday. Police spokesman Capt. Steve Young said police also planned to collect DNA from the boys to compare to unknown DNA found during the investigation and possibly eliminate some as evidence. Such samples can be obtained using a cotton swab inside the mouth.

Police had said they hadn't been able to talk to the boys since Oct. 4, when parents Deborah Bradley and Jeremy Irwin reported 10-month-old Lisa missing. The boys, ages 5 and 8, are Bradley and Irwin's sons from previous relationships.

Police have not discussed their investigation but have said they have no suspects in Lisa's disappearance. Investigators have cleared hundreds of tips and leads and have searched the family's home, several wooded areas near the home, a landfill and a nearby industrial park.

Cynthia Short, the family's attorney, said Wednesday that police recently asked to interview the boys a second time and the parents "have had to weigh the best interest of their small children against the desire of the law enforcement to bring their boys in for a second interview."

The couple chose to allow the second interviews after they were assured they "would be done in a safe place and would be done by a specially trained social worker," Short said. She said they "should be done by the end of the week."

Interviewing children a second time in an ongoing investigation would not be unusual, though in an "ideal circumstance one interview should be enough," said Victor Vieth, director of the National Child Protection Training Center at Winona State University in Minnesota, which trains forensic specialists to interview children.

"You have to be well-trained, you have to be cautious. You should be recording the interview so you can show conclusively that everything was done appropriately," Vieth said. "The ultimate check though on the veracity of the children's statement ... is can you take their statement and go out and corroborate it."

Linda Cordisco Steele, a child forensic interview specialist with the National Children's Advocacy Center in Huntsville, Ala., said while she was a "little bit surprised" that police had not talked to the boys since Oct. 4, there are no strict guidelines about how much time should elapse between such interviews.

"The thinking is the closer to the event and the closer together the interviews the more likely the information is not going to be lost or forgotten or contaminated," she said.

More interviews could be warranted if the investigation is active "and things come up," she said.

Declining numbers of blacks seen in math, science (AP)

With black unemployment reaching historic levels, banks laying off tens of thousands and law school graduates waiting tables, why aren't more African-Americans looking toward science, technology, engineering and math ? the still-hiring careers known as STEM?

The answer turns out to be a complex equation of self-doubt, stereotypes, discouragement and economics ? and sometimes just wrong perceptions of what math and science are all about.

The percentage of African-Americans earning STEM degrees has fallen during the last decade. It may seem far-fetched for an undereducated black population to aspire to become chemists or computer scientists, but the door is wide open, colleges say, and the shortfall has created opportunities for those who choose this path.

STEM barriers are not unique to black people. The United States does not produce as high a proportion of white engineers, scientists and mathematicians as it used to. Women and Latinos also lag behind white men.

Yet the situation is most acute for African-Americans.

Black people are 12 percent of the U.S. population and 11 percent of all students beyond high school. In 2009, they received just 7 percent of all STEM bachelor's degrees, 4 percent of master's degrees, and 2 percent of PhDs, according to the National Center for Education Statistics.

From community college through PhD level, the percentage of STEM degrees received by blacks in 2009 was 7.5 percent, down from 8.1 percent in 2001.

The numbers are striking in certain fields. In 2009, African-Americans received 1 percent of degrees in science technologies, and 4 percent of degrees in math and statistics. Out of 5,048 PhDs awarded in the physical sciences, such as chemistry and physics, 89 went to African-Americans ? less than 2 percent.

Several factors are cited by scientists, educators and students. One is a self-defeating perception that STEM is too hard. Also mentioned are a lack of role models and mentors, pressure to earn money quickly, and discouraging academic environments.

The impact reaches beyond the black community as America struggles to produce enough scientists to prosper in a world ruled by technology.

"White men make up less than 50 percent of the U.S. population. We're drawing (future scientists) from less than 50 percent of the talent we have available," says Mae Jemison, the first black woman astronaut, who has a medical degree and a bachelor's in chemical engineering.

"The more people you have in STEM," she says, "the more innovations you'll get."

Jemison says the problem begins for children of all backgrounds in grade school, where they are usually asked to memorize facts out of a book instead of satisfying their natural curiosity through experiments and exploring. She also says many primary school science teachers took little science in college.

Allen Gordon has been teaching math in Oakland, Calif., for seven years. He always tries to apply real-word situations to his lessons ? coupons, compound interest on bank accounts, album sales.

"If math and science seem boring and of no use on a primary education level, who would want to pursue it while in college?" he says. "Especially when you don't see many, if any, black men or women teaching."

"Math and science are not something that black men and women sit around and pontificate about at home, dinner parties, the sports bar, hair salon, et cetera," he says. "It doesn't fit into their social idea of status.

"Let's face it, there is no glory in saying, `I teach math or science.' Career school teachers still seem to be very proletarian."

Even some of Gordon's fellow teachers ask how he can teach math, saying, "Funny, you don't look like the nerd type."

That's a stereotype Jemison knows well.

"The media images you see of scientists are older white males who are goofy or socially inept in some way," she says. "That's the mad scientist, the geek" ? and it doesn't include role models for young black and Hispanic students.

Jemison, who watched "Star Trek" growing up, declines to call the black female character Lieutenant Uhura an inspiration, but the fictional space traveler did affect her.

"Her character was really an affirmation that my assumptions about going into space were shared by others, and that everyone had a right and a role to play. So that affirmation, for a little kid growing up, it's an image of possibilities."

Growing up in Murfreesboro, Tenn., Christopher Smith used to tutor fellow black students at his high school.

The students would often start solving a complicated math problem by doing everything right. "Then they would say, `I don't know what I'm doing!'" recalls Smith, now pursuing a PhD in biomedical engineering at Johns Hopkins University.

He thinks some African-Americans psych themselves out of STEM.

"Today I talk to friends back home, and they say, `I wouldn't be able to do good in college anyway.' A lot of it is just confidence," Smith says. "If people convince you that science and math is harder than everything else, and you already have low self-esteem, maybe that's one reason there are so few black scientists."

"Few" is a generous term in Smith's field of biological and biomedical sciences, where 6,957 PhDs were awarded in 2009. Only 88 went to black men ? that's 1 percent. (176 went to black women.)

LaMont Toliver also sees a problem with what he calls "self-doubt." He is director of the University of Maryland Baltimore County's Meyerhoff Scholars Program, a national leader in increasing STEM diversity.

"Advanced placement courses, calculus, chemistry, these are hard courses," Toliver says. "Some of them believe that they just can't do it. . Then you couple that with a lack of encouragement."

"If we were more supportive as a community, as parents and providing guidance and mentoring at an early age, then more African-American students would do it."

Money is another factor in the STEM disparity. It takes many years after college to get the advanced degrees needed to become leaders in math and science fields ? university professors, directors of research labs, heads of engineering departments ? and some black students can't afford to wait that long.

Before one recent New Year's Eve, Smith, the Johns Hopkins student, was debating whether to purchase a bus ticket from Baltimore to New York City to hang out with friends. It was a tough decision ? the ticket cost $37.

Smith, 27, received a fellowship for black scientists this year from Merck and the United Negro College Fund. As he works toward his PhD, Smith lives on a salary and stipend of about $25,000 per year.

Like many black students, Smith comes from modest means. His mother was a homemaker with a high school diploma; his father earned a GED, became an electrician and eventually owned a business.

"I get paid to go to school, so I don't want to complain," Smith says.

But he's still several years away from completing his PhD, and he's tired of agonizing over a $37 bus ticket. Even after he gets that degree, he'll need to do a year of post-doctoral study. "If I stay here at Hopkins" for post-doc work, he says, "I'll make the same or less than a city sanitation worker."

At each stage of science education, many black students feel pressure to stop studying and start earning real money. Smith, who has an undergraduate degree from MIT, says he could be making as much as $115,000 per year in a corporate job.

Yet it's hard to advance far in science without at least a master's, if not a doctorate.

Joseph Francisco, a black chemistry professor at Purdue and past president of the American Chemical Society, has a PhD from MIT. He says his undergrad students are always telling him, "I got to think about a job."

"With first-generation college students, there is enormous pressure," Francisco says. "Without a mentor who can tell you about what to expect beyond undergrad, who can explain what are the opportunities after a postgraduate degree, they just stop at a bachelor's degree."

Francisco mentions another source of pressure affecting black STEM students: isolation.

In 1981, Francisco was studying at MIT when he heard about a national organization for black chemists. He went to its convention, in Chicago.

"It was incredible," Francisco remembers. "I remember having the feeling, `you are not alone.' That sense of isolation can be powerful."

It was different when he was growing up on the black side of segregated Beaumont, Texas. He was raised by his grandmother, who had a third-grade education, and his grandfather, who laid concrete pipes. There was a black pharmacist in his neighborhood, and Francisco worked part-time in the shop. There was a black doctor, teachers, a college professor.

That changed when he went to the University of Texas and then MIT, where there were few black faces.

In a 2010 Bayer Corp. survey of 1,226 women and underrepresented minority chemists and chemical engineers, 40 percent said they were discouraged from pursuing a STEM career. Sixty percent said college was where most of the discouragement happened.

Jemison, the astronaut, says that while at Stanford, "some professors were not that thrilled to see me in their classrooms."

"Stereotypes impact the people who have an opportunity to influence your career," she says. "They don't see you as a peer."

After receiving his PhD, Francisco had several job offers. He chose Wayne State University in Detroit, and would later become president of the National Organization for the Professional Advancement of Black Chemists and Chemical Engineers.

"I saw an opportunity at Wayne State to do good science in a supportive place that gave me the flexibility to make a contribution to the community," he says. "To give something back, to a black community."

In the world of atoms and numbers, does the color of the person who studies them really matter?

Many of America's technology giants say, yes. Merck has funded tens of millions of dollars in United Negro College Fund scholarships. Bayer has a special focus on recruiting and promoting minorities. Technology giants such as Boeing, General Electric and Xerox support organizations dedicated to raising black STEM participation.

Their motivation is simple math. If bright and capable students' talents go undeveloped, "this represents a loss for both the individual and society," the National Science Board said in a 2010 report.

The report said that after the Soviet Union beat America into space with Sputnik, the U.S. was inspired to educate a new generation of innovators. This national urgency faded by the 1970s, the report said, and was replaced by complacency.

Some 16 percent of all U.S. undergraduates major in natural science or engineering, compared with 25 percent in Europe, 38 percent in South Korea and 47 percent in China, the report said.

To reverse this decline, the report said America must "cast a wide net to identify all types of talents and to nurture potential in all demographics of students."

Jemison identifies another incentive. Even though scientists may use the same methodology, "what topics they choose to research, even the interpretation of facts or what they choose to look at is influenced by experience."

"So many times it's the diversity of thought and perception and experience base that starts to make the difference in the problems you research and the solutions you consider," she says.

"It's a much more robust reason for diversity that just the head count."

Double duty for blood pressure drugs: How they could revolutionize how we treat valve disease

ScienceDaily (Oct. 25, 2011) ? A type of medication known as angiotensin-receptor blockers could reduce risk of mortality in people with a heart disease called calcific aortic stenosis (AS) by 30 per cent over an eight-year period, Heart and Stroke Foundation researcher Dr. Philippe Pibarot told delegates at the Canadian Cardiovascular Congress. The condition is currently managed with open heart surgery.

"Our discovery shifts how we think about AS by looking at a new pathway which both prevents and reverses calcification," says Dr. Pibarot, a professor at Laval University and Canada Research Chair in Valvular Heart Diseases, Qu?bec Heart & Lung Institute. "It broadens how we can approach therapies, opening up new avenues of research, and has tremendous potential to lead to a major discovery."

From a health economics point of view, drug treatment is also far less expensive than replacing a valve through surgery, which Dr. Pibarot says costs at least $30,000.

Every year, AS is responsible for 10,000 to 15,000 deaths in North America, and upwards of 80,000 heart surgeries. Now, this promising research suggests the first possible drug therapy to treat AS.

"AS is one of the most common types of heart disease, yet the only option to save lives has been open heart surgery. And valve replacement surgery is the second most frequent heart surgery after coronary artery bypass," says Dr. Pibarot. "We may be able to slow the progress of AS to the point that most people won't need surgery."

Picture a normal heart valve as soft and thin, like a slice of tomato, Dr. Pibarot says. Compare that to a valve that has hardened and narrowed -- more like a cauliflower. That's calcific AS, the most common type of AS, where deposits of calcium form in the valve, which prevents it from opening properly and creates a dangerous 'pressure overload' within the heart.

For years, he notes, the assumption was that AS was a degenerative disease related to aging and the cumulative wear and tear on a heart valve. But more recent studies have indicated that AS development also has some genetic and lifestyle factors (such as obesity).

As a result, several trials have looked at whether statins (a class of drugs used to lower cholesterol levels) could also be effective against AS. Those results have not been promising. Dr. Pibarot and colleagues took another approach, examining medication that is typically used to treat high blood pressure (hypertension).

The renin-angiotensin system (RAS), specifically a molecule called angiotensin II, is a major target for drugs that lower blood pressure. Some hypertension drugs block the production of angiotensin II itself -- they are known as angiotensin-converting enzyme inhibitors (ACE inhibitors). Other drugs focus on the receptors of angiotensin II -- angiotensin-receptor blockers (ARBs).

Over three-and-a-half years, Dr. Pibarot's study followed 340 patients who had AS, 73 per cent of whom also had some degree of hypertension. Among the patients, 34 per cent were on ACE inhibitors, 16 per cent were on ARBs, and 50 per cent were on no RAS medication.

The follow-up involved measuring the velocity of the blood across the affected valve. As Dr. Pibarot explains, just as water flows faster when a river narrows, creating rapids, a narrowing valve raises pressure too. "A quicker blood velocity means the stenosis is progressing faster," he says.

Compared to the individuals who were on no medication, those who were on ACE inhibitors had less rapid narrowing of their valve. But the biggest difference was seen in patients on ARBs, where the receptors of angiotensin II are blocked. In those patients, the progress of the disease was slowed considerably -- three times slower than in the individuals who weren't taking any medication, reports Dr. Pibarot.

In effect, he says that with ARBs the current is slower, like on a calmer river.

In the absence of a drug treatment for AS, Dr. Pibarot's findings are potentially very significant, says Heart and Stroke Foundation spokesperson Dr. Beth Abramson.

"Open heart surgery can be effective, but is risky for many patients because of their age," says Dr. Abramson. "ARBs have the potential of slowing aortic stenosis significantly, so that we can prolong life without surgery."

She says that the need to find a medication solution is even more urgent when you consider that with the aging population the prevalence of valvular heart disease is expected to double within 15 years.

(AP) ? Eurozone finance ministers said Saturday that they have agreed that banks should accept substantially bigger losses on their Greek bonds, with a new report suggesting that writedowns of up to 60 percent may be necessary.

The report from Greece's international debt inspectors, which formed the basis for discussions at the finance ministers' meeting Friday, says that in order to keep rescue loans from the eurozone to the euro109 billion ($150 billion) foreseen under a second bailout deal tentatively reached in July, Greece's debt would have to be cut by 60 percent.

Even that would leave the country's debts still at 110 percent of economic output in 2020.

"Yesterday we agreed that we need a substantial increase in the contribution from the banks," said Jean-Claude Juncker, Luxembourg's prime minister who also chairs the meetings of eurozone finance ministers. That means the July deal, under which banks would have taken writedowns on their Greek bondholdings of about 21 percent, is definitively off the table.

Austria's Finance Minister Maria Fekter told journalists that the eurozone's chief negotiator Vittorio Grilli had been asked to restart negotiations with banks.

Greek Finance Minister Evangelos Venizelos confirmed as he arrived for the meeting that leaders were looking for banks to write down more than the July agreement envisaged. "But in any case, Greece is not a central problem for the eurozone," he said. "Now the point is to take a more general and more constructive decision for eurozone as a whole."

The report did not make policy recommendations, and in fact the European Central Bank opposes cutting Greece's debts further. But finance ministers are clearly paying close attention to the document.

Another scenario showed that if Greece's debts are cut by 50 percent, the country would need euro114 billion ($157 billion), on top of the July package.

The agreement to push for much bigger losses is a key step in helping Athens eventually dig out from underneath its debt burden.

But asking banks to more significantly write down their Greek debt will raise concerns about their ability to withstand the losses as well as the ensuing turmoil on financial market.

As a result, the finance chiefs from the 27 EU countries, meeting Saturday in Brussels, are also expected to force banks across the continent to raise billions in capital for their rainy-day funds.

Both measures are critical to solving Europe's debt crisis, which is now threatening to engulf larger economies like Italy and Spain and is blamed for dampening growth across Europe and even the world.

"The crisis in the eurozone is doing real damage to many of the European economies, including Britain," George Osborne, Britain's chancellor of the exchequer, said as he headed into Saturday's meeting. "We have had enough of short-term measures, sticking plasters that get us through the next few weeks."

European leaders had promised a solution would come from a summit on Sunday ? following the two days of finance ministers' meetings ? but they have now scheduled another get-together of EU leaders for Wednesday. Still, this weekend, they appeared to be making progress.

Pressure on finance ministers was high, after the report from Greece's debt inspectors ? the European Commission, the European Central Bank and the International Monetary Fund ? showed that the country's economic situation had deteriorated dramatically since the summer.

If the July deal with banks were to go ahead, the report said, Greece's debt would peak at a massive 186 percent of economic output in 2013 and only decline to 152 percent by the end of 2020.

That would prevent Greece from raising money on the markets until 2021 and require the eurozone and the IMF to put in an extra euro252 billion ($350 billion) in new loans through 2020, according to the report, which was given to the ministers on Friday and seen by The Associated Press.

Greece has already been relying on euro110 billion in international emergency loans since May last year.

While the ministers were making progress on reducing Greece's debts, an arguably bigger problem remained intractable: boosting the firepower of the eurozone's euro440 billion ($600 billion) bailout fund to keep the crisis from spreading.

Increasing the effectiveness of the European Financial Stability Facility is meant to help prevent larger countries like Italy and Spain from being unable to afford to borrow money from markets ? which is exactly what happened to Greece, Portugal and Ireland and why those countries needed bailouts.

But Germany and France still disagree over how to do that and failed to make much progress on that front Friday night. German Chancellor Angela Merkel and French President Nicolas Sarkozy are set to meet Saturday evening in the hopes of moving toward a deal.

In a sign that the pressure is rising on leaders to come up with an overarching solution, the finance ministers from the 17 countries that use the euro also said they'll regroup Saturday afternoon.

The outgoing head of the European Central Bank insisted that the euro currency has proven "a great success" despite the debt problems gripping some members of the eurozone.</p> <p>Echoing his optimism about the future of the common currency, the head of Poland's central bank said Friday that his country remains "strongly committed" to adopting the euro currency ? though he said it wouldn't be wise to set a specific target date yet.</p> <p>Both ECB president Jean-Claude Trichet and Poland's central bank head Marek Belka spoke at a conference organized by the National Bank of Poland.</p> <p>"The euro as a currency is a great success indeed," Trichet said in a speech.</p> <p>He said it remains a credible currency because "it is backed by remarkable fundamentals."</p> <p>Belka said it was impossible to ignore the debt crisis gripping the eurozone. The extreme funk that settled over the country during the summer has eased slightly, but Americans remain gloomy about the economy and more than half say President Barack Obama does not inspire confidence about a recovery.</p> <p>A sizable majority ? more than 7 in 10 ? believe the country is headed in the wrong direction and, in a new high, 43 percent describe the nation's economy as "very poor," according to a new Associated Press-GfK poll. Among those surveyed, less than 40 percent say Obama's proposed remedies for high unemployment would increase jobs significantly.</p> <p>The pessimism is not a good sign for the nation's recovery hopes and presents a more urgent challenge for Obama as he mounts his re-election bid.</p> <p>About 4 in 10 think unemployment will rise in the coming year; just 23 percent expect it to decrease. And few expect the government to be able to help. Only 41 percent say the government can do much to create jobs, and less than 40 percent say the main elements of Obama's jobs proposal would increase employment significantly.</p> <p>What's more, expectations for the coming year have not improved, with 41 percent believing the economy will remain the same, 27 percent saying it will get worse and 30 percent saying it will improve.</p> <p>In a glimmer of a bright spot, less than a quarter of those surveyed say they think the economy worsened in the past month, compared with nearly half who felt that way in August. And Obama could find some solace in the poll's finding that 44 percent place heavy blame for the economy's state on President George W. Bush, while 27 percent put the blame on him.</p> <p>Still, the public's mood is decidedly downbeat, creating yet another obstacle to economic growth, which relies in part on public optimism to spur demand.</p> <p>Illustrating Obama's precarious perch, 9 percent of survey respondents who said he deserves to be re-elected said they could vote for one of the three leading Republicans seeking the presidential nomination.</p> <p>"If (GOP presidential contender Mitt) Romney and Obama were going head to head at this point in time I would probably move to Romney," said Dale Bartholomew, 58, a manufacturing equipment salesman from Marengo, Ill. Bartholomew said he agrees with Obama's proposed economic remedies and said partisan divisions have blocked the president's initiatives.</p> <p>But, he added: "His inability to rally the political forces, if you will, to accomplish his goal is what disappoints me."</p> <p>Despite the high number of people who believe the country is headed in the wrong direction, Obama himself gets some benefit of the doubt. His approval ratings are holding steady, with 46 percent approving of his job as president and 52 percent disapproving. Obama's standing with the public is weakest on the economy and in his efforts to tackle unemployment, with about 6 in 10 disapproving of his handling of both.</p> <p>Obama's standing still vastly exceeds that of Congress. In a slight improvement, Congress' approval ratings rose from its August low of 12 percent to 16 percent. Still, 82 percent disapprove of Congress, including 56 percent who say they "strongly disapprove."</p> <p>Little illustrates the decline in the public's faith in Obama more than the sharp dip in confidence he has experienced since the highs he enjoyed immediately after his election. Specifically, only 43 percent of the respondents say they are confident that Obama "will be successful in bringing about the changes needed to improve the economy," compared with 72 percent who said they were confident of his abilities in November 2008.</p> <p>"I believe he is doing all he knows how, but it's just not working," said Ann Anderson, 49, a college administrator from Homer Glen, Ill.</p> <p>Democrats tend to stick by the president, expressing much more confidence in his ability to turn the economy around. More than 7 in 10 say they are at least somewhat confident of his abilities to improve the economy. Among independents, 37 percent are that confident and only 11 percent of Republicans share that view.</p> <p>Still, the disappointment in Obama extends to some Democrats who believe he should stand his ground.</p> <p>"When Obama got elected I was real hopeful for a lot of changes," said Dave Buerger, 60, a part-time registered nurse from New Salisbury, Ind. "Overall I would say that I'm real disappointed in his concessions to the banks and Wall Street and the Republicans. I think he needs to be more liberal and stand his ground more. I think he's given in too much."</p> <p>When it comes to compromise, 72 percent of respondents said Republicans were not doing enough to cooperate with Obama, whereas only 47 percent said Obama was not doing enough to cooperate with Republicans. </p><p> Even as the public expresses disappointment in Obama and disapproval of Congress, only 41 percent of respondents say the government can do quite a bit or a great deal to create jobs. Three out of 10 believe government's impact on jobs is moderate and 29 percent say it can help create little or no jobs at all. </p><p> Similarly, a majority of the public does not hold much hope for the job creation prospects of either Obama's $447 billion jobs proposal or for measures proposed by congressional Republicans. </p><p> Obama's plan to create jobs by increasing spending on public works projects such as schools, roads and bridges finds only 37 percent of respondents believing it will create a significant number of jobs. Tax credits to companies that hire those who have unemployed for six months or more elicits a similar response. </p><p> Only 27 percent of the respondents said a Republican proposal that reduces regulations on businesses would create a significant number of jobs; 45 percent say it would create few or no jobs. </p><p> The poll, however, found substantial support ? 62 percent ? for a proposal by Senate Democrats to pay for Obama's jobs proposal with a surtax on incomes over $1 million. One quarter of the respondents opposed the idea and 10 percent said they were neutral. Though the surtax has little or no chance of passing, the poll results underscore the view of Democrats that the proposal has political appeal. </p><p> Anderson, the college administrator from Illinois, voiced cautious support for the tax on millionaires. </p><p> "That's a tough call. Yes, I do, but that's only because I'm not one of them," she said. "Should they pay their fair share? Absolutely. Should they pay a certain percentage? I don't know how to answer that." </p><p> But Teresa Rowe, 53, a dance team consultant from Richland, Wash., said she preferred an overhaul of the entire tax system. </p><p> "They'll go after the millionaires first and then those slightly below millionaires. It's a slippery slope," she said. "They need to look at the entire tax system and revise the whole system." </p><p> The Associated Press-GfK Poll was conducted Oct. 13-17 by GfK Roper Public Affairs and Corporate Communications.
