?Answers make it clear that more education is needed but?also show a lot of progress. Of those 1,000 men:99% agree that men can make a difference in promoting respectful, non-violent relationships;

  • 96% don?t believe it?s acceptable to hurt a woman who withholds sex;
  • 95% feel concerned by violence against women and girls;
  • 91% say they would intervene if they knew someone was in a violent relationship;
  • and 56% say they are more aware of domestic violence issues than five years ago.

Asked?about prevention, most men agreed that speaking out against violence begins in the home.?Most understand their possible role?as change agents,?like educating? their sons and daughters about respectful and healthy relationships. They also see schools, celebrities, athletes and community leaders?as playing?a role in?the messaging.?

The results were released last week in Calgary at ACWS? annual ?Breakfast with the Guys? fundraiser, designed to encourage men and boys to take a stand against domestic violence. The breakfast featured a panel of experts from government, law enforcement, business, sport and social advocacy. The panel agreed that awareness and education are critical. Renewable energy conferences tend to look a lot like other other kinds of business conferences. They are graced by flocks of middle-aged white men in suits, take place in capacious auditoriums, and are home to stylish-but-functional lounge areas, spotty wi-fi, and keynote talks that persistently spill over their allotted time slots.

iPads are tapped at, notes are scrawled, smart phones are endlessly checked and rechecked. You are suddenly tired but you don't know why. This is the second plenary. You slept well last night. A laminated name tag dangles in front of your wrinkled button-up, and your breath smells like cheap coffee.

The crowd at the Bloomberg New Energy Finance summit is similar to the crowd at the Renewable Energy Finance Forum and the World Future Energy Summit and so on and so forth. There are reps from massive energy companies like BP and Chevron, who have come to make their progress in sustainable sectors well-known. They are very serious about investing in renewable energy technology, or else why would they have come?

There are hungry-looking reps from start-ups and CEOS of scrappy cleantech ventures who circle the room smiling wide, on the lookout for seed capital or Important Connections or maybe just a slightly stale pastry from the food table.

There are cheerful event staff, fidgeting academics, austere bureaucrats. There are interview opportunities.

In one talk, four CTOs from four major corporations?Lockheed & Martin, BP, IBM, and the German utility I.ON?and Amory Lovins, the chief scientist and chairman of the Rocky Mountain Institute, engage in an energy debate with philosophical undertones.

Lovins says that Germany made a wise investment in subsidizing clean energy.

"The Chancellor made a smart bet," he says. "It was better to finance German engineers than Gazprom." Meaning building a clean energy industry is a wiser investment than continuing to buy natural gas from Russia, as many European nations do. There are millions of clean energy jobs in Europe where but a few years ago there were not.

"Those jobs will soon disappear," counters Dr. Klaus Dieter-Maubach, the CTO of I.ON. "They will all be bankrupt; Chinese competition is doing price dumping that nobody can compete with."

"When the Chinese lowered the price of solar modules, won't there be more work for solar installers though?" Lovins says. "It's just a transfer within the system."

"We have basically paid the Chinese learning curve on solar manufacturing."

"That's okay!"

"Yeah, that's okay. It's my taxpayer money, though."

There are other talks. The Verizon CEO promises to reduce his company's carbon footprint and to invest in energy management systems. A company has a new way to covert waste into energy-rich gas. A website will help you manage your clean energy investments.

This is the other half. The environmental movement, with millions of members and volunteers, can protest oil pipelines and condemn coal plants and call out polluters. Activists can take to the streets, organizations can pressure governing bodies to adopt renewable energy standards, more stringent pollution regulations, a price on carbon. They can exude a passion for ending our dependence on fossil fuels, a dependence that may cause our world to warm to the point where much of it is inhospitable. That passion is a burning moral passion that perhaps we all should feel. Tar Sands Action fights the Keystone XL, the Sierra Club fights to close down ancient coal-fired power plants.

As those battles are won?if those battles are won?a fundamental result of that protesting and petitioning and lobbying and fighting and organizing will be to create a more lucrative investment climate for the men in suits who attend renewable energy financing conferences.

The men in suits talk about climate change. Most often in the context of how it may influence markets. There are tables with computer monitors that display stock activity. There are firm handshakes and eager laughs and solemn discussions off to the sides. If these men were solely concerned with making as much money as possible, they would probably have selected another industry in which to attend conferences. A photographer takes pictures of the conference goers, and will later upload some of them to the conference's website.

A feature of the panel discussion with Dieter-Maubach and Lovins and co. is audience interaction. This is now a reliable fixture of business conferences. It is called something like the utilization of social media for audience participation. Conference goers are prompted to answer questions at various points in the presentation.

Today, one such question is beamed up on the projector screen. It is: What role will hydrocarbons play in our energy future?

The answers come back:

1% of the audience thought the role would be "none".
26% thought it would be "marginal (needed only for aircraft)".
73% of the attendees at the New Energy Finance summit thought hydrocarbons would be "essential".

Subscribers to high-speed Internet services in New Orleans are generally white and in the higher income brackets, according to a new nationwide study that also found Louisiana lags the rest of the country when it comes to accessing broadband technology.

This issue is about more than convenience for watching movies and listening to music; increasingly, high-speed Internet access is essential for effective education, civic engagement and economic opportunity.

Lacking broadband access to the Web can be hugely detrimental to one?s future prospects, said Josh Levy, the Internet campaign director with Freepress.net, a national organization working to promote universal access to communications.

?People who run small businesses depend on high speed broadband to get work,? he said. ?It hurts people?s ability to get educated. If you?re looking for a job, you need to be able to get online to do that. You can?t write and send a resume on a cellphone.?

Of course, having access to the high-speed Internet and taking advantage of it are two different things.

In the Lower 9th Ward, David Eber runs the Lower Ninth Ward Center for Sustainable Engagement and Development. At the nonprofit?s offices on Chartres Street, he pays for Broadband Internet access through Cox Communications and runs community engagement initiatives on issues such as food security and blight reduction, through a variety of channels, including a blog and e-newsletter. But it is difficult to engage citizens who aren?t online, he said.

?Most folks down here don?t have the Internet,? Eber said. ?If everyone had it, it would be a lot easier because if we?re planning an event we can?t just send out an email. We?re working on setting up a block captain program so that we can contact people who do have access to the Internet, and have them contact their neighbors. But it?s not the easiest thing in the world to engage people who aren?t online.?

Around the corner, Ward McClendon runs the Ninth Ward Village community center, which has seven computers available for residents to use. He pays about $400 a month to Cox Com?munications for broadband access and telephones, and he said the service is in heavy demand.

?It?s so important to have Internet access,? he said. ?After Katrina, a lot of people lost their property because they couldn?t access the information the needed about it. People need to apply for jobs, and just to do their everyday business, but they can?t afford it at home.?

McClendon said, however, that securing Internet access for people in the community is hardly the top priority at the moment. Seven years after Katrina, the area is still without a permanent fire station and there is just one school. McClendon would like to see a fire station completed so that his insurance premiums start to fall, and more Lower 9th Ward residents can consider returning to the neighborhood.

To organize community events, McClendon fliers the neighborhood and works his cell phone, rather than relying on social networking or emails.

In McClendon?s computer lab, Oliver Butler, 20, was updating his Facebook profile on a recent afternoon. He?s used the computers to apply for a dozen jobs in catering, construction, and to study for his drivers? license, he said. Unfortunately Butler has had little luck with the applications, but considers the Internet access ? which he doesn?t have at home ? vital for his prospects.

Government officials nationwide have undertaken efforts to remove the financial barriers to broadband access, with the goal of providing a free or low-cost system. Some started then stumbled, some ran into political and philosophical barriers, and some succeeded. Examples of all three situations can be found in Louisiana.

Post-Katrina, New Orleans officials planned for and began a municipal broadband effort to provide wide access, but that was dashed by harsh economic realities and then snakebit by political corruption. Statewide, a public effort to expand access in rural areas was canceled when Gov. Bobby Jindal refused to accept the terms of a federal grant for the work. Officials in Lafayette created their own municipal subscription network that?s been held up as a model effort, a service that was recently featured in USA Today.

Orleans Parish has 40 percent to 60 percent broadband subscription rates, which compares poorly with most metropolitan counties nationwide, which average in the 60 percent to 80 percent range. Louisiana is ranked 44th out of 50 states in terms of broadband subscription, with just 51 percent of residents subscribing, according to data compiled by the Investigative Reporting Workshop at American University. The average state has 60 percent broadband subscription.

The New Orleans data show that wealthy, white Uptown New Orleans has subscription rates of between 80 and 100 percent, and suburban areas such as Metairie and Belle Chasse are similarly well served. Meanwhile poorer, more African-American areas such as the Lower 9th Ward have broadband subscription rates of between 0 and 40 percent.

Statewide, there is also an urban-rural divide in broadband access, with data showing that Orleans Parish as a whole has it?s 40 percent to 60 percent access, but rural areas of the state show subscription rates between at 0 to 20 percent.

In 2006, the City of New Orleans struck a deal with Atlanta-based Earthlink to build a free municipal broadband network for the city. Former city technology chief Greg Meffert hailed the deal as a ?lifeline to businesses and citizens who are in devastated areas or otherwise can?t afford access to the Internet.?

But after spending $4 million to install the network, Earthlink shut it down in May 2008, citing a low level of usage.

?The city of New Orleans has not picked up that ball, pretty much since the deal went down,? said Craig Setttles, an independent analyst of municipal broadband issues and author of the book Fighting The Good Fight for Municipal Wireless. ?It?s kind of a shame. A lot of the companies that were trying to get into these markets, like Earthlink, had bad business plans and failed as a result.?

Neither Earthlink nor Mayor Mitch Landrieu?s administration responded to questions about what has happened to the network.

Users seeking high-speed access now hope to find the stray unsecured network, visit a business that offers it, or subscribe to one of several providers for about $30 a month.

Meffert?s guilty plea in a kickback scheme involving his office made the prospects of working with the city somewhat toxic, Settles said, because of Meffert?s involvement with the original network.

?It didn?t help that Mr. Meffert happened to find himself with some legal issues,? Settles said. ?Nobody wants to be attached to the wireless network now because of the stigma there.?

Statewide, prospects for wider broadband access have stumbled, too. In November, Jindal refused an $80 million federal grant aimed at spreading broadband to poor, rural areas of the state.

Jindal released a statement to The Times-Picayune newspaper saying the grant ?called for a heavy-handed approach from the federal government that would have undermined and taken over private business.

?We have an administration in Washington that wants to run car companies, banks, our entire health care system, and now they want to take over the broadband business,? Jindal wrote. ?We won?t stand for that in Louisiana.?

At the time, Public Service Commissioner Foster Campbell accused Jindal of killing the state?s broadband plan as a favor to private broadband interests, which had supported his campaign.

?This was a terrible mistake they made, not getting that grant,? Campbell told The Lens in a phone interview. ?People who gave Jindal large amounts of money objected to the project, and I thought there was a hell of a conflict. Jindal talks about education reform, but how are they going to get education reform in those rural parishes if they can?t get access to high speed Internet??

Jindal did not respond to requests for comment from The Lens.

James Davis, with Network USA, one of the private companies Campbell singled out as benefiting from the loss of the grant, refuted the idea that Jindal?s position had favored his company.

?Foster Campbell?s comments were his own opinion, and I don?t agree with him,? Davis said. ?I?d like to see how we benefited from the loss of the grant.?

Philip Meyers, executive vice president of GEC, a Baton Rouge-based consulting company charged with installing the proposed rural broadband system, said the federal government withdrew the money because the state wanted to farm out the broadband deal to private companies. He said was ready to deliver a state-owned system but was shut out.

?I had a plan to perform, and they pulled the plug on me,? Meyers said.

Across the country, Levy of Freepress.net has encountered countless examples of private broadband providers muscling out efforts by government to provide the public with free access. In 2011, for example, North Carolina legislators voted for a ?level playing field? law, which effectively prohibited local governments from building their own broadband networks to compete with private industry.

Democratic state representative, Bill Faison said Time Warner Cable and other major network providers pushed the law through, in response to efforts by the town of Wilson, N.C., to install its own high-speed municipal network.

?This was the Time Warner Cable Limited monopoly bill,? Faison said, in a telephone interview with The Lens. ?They limited the ability for any municipality to provide these services to their citizens.?

While municipalities can provide broadband to customers in rural areas for as few as three to six customers per mile, major companies like Time Warner Cable are only interested in installing networks where they can guarantee 167 customers a mile, Faison said.

?So the big boys? solution to the problem was to force the municipalities out,? Faison said. ?They brought down a dozen lobbyists and went after the legislators really, really hard. It was a bad thing, I think, for the people ultimately, of this state.?

Justin Venech, a spokesman for Time Warner Cable, said the bill was about creating a level playing field for governments and cable companies competing in the broadband arena, and that it didn?t necessarily prohibit municipalities from entering the marketplace.

Similar laws are being considered in Minnesota, Georgia, South Carolina, and Florida, Levy said.

?We?re seeing, basically, the same bill popping up all over the place,? Levy said. ?And there?s no excuse for it other than the fact that big monopolies don?t want competition from the public sector.?

Against a bleak background in Louisiana, Lafayette stands out for having pioneered a municipal broadband network of its own.

Mayor Joey Durel convinced voters in 2006 to adopt a plan to build the network for $150 million, and it is now listed amongst the fastest in the United States.

Lafayette used infrastructure owned by the city?s municipal-owned electricity company, founded in 1896, to create the network.

Durel said he faced considerable opposition from private telecommunications companies to the initiative. One voter even sued the city, hoping to overturn the city?s right to sell bonds to finance the work, but the Louisiana Supreme Court ruled against her.

The system isn?t free, but its subscriptions are cheaper than the competing network from Cox Communications, according to a recent story in USA Today. And the service is faster, too.

Durel said the network is likely to start making money in one or two years, and that it has helped the city to compete for jobs.

?If we want the good, high-paying jobs to come to Louisiana,? Durel said, ?we?ve got to have good business reasons to do that, rather than just our crawfish and our festivals.?

Q. I would like to buy my first home this year, but I?m worried that prices are going to keep dropping. Should I buy now or keep waiting?

A. There?s certainly no reason to rush out and make a purchase today, but you should at least start getting ready by getting preapproved for a loan to see how much you can borrow as the prime spring homebuying season approaches.

Although sales and prices have dropped in most parts of the country in the past several years, there are recent signs that the nationwide market might be coming back to life.

Resales in January and February hit their highest levels since 2007, according to the National Association of Realtors, while permits for new construction ? a barometer of future activity and a bellwether of developers? confidence in the economy ? rose to their highest point in more than three years. Average prices for both new and resale homes have climbed modestly.

It?s also worth noting that mortgage-interest rates recently have been climbing as the economy shows signs of improvement. The average rate on 30-year, fixed-payment loans in late March rose above 4 percent for the first time in six months, according to economists at the Federal Home Loan Mortgage Corp.

Traditionally, rising rates tend to push sales lower. But some experts say the recent increase could actually boost activity and prices by prompting more people to jump off the homebuying fence and finally make a purchase.

?

Q. My wife and I are both 60 years old, and we hope to retire in about three years. We visited a retirement community in another state last month and really liked it. With prices so low, we are thinking about buying a place there now, then renting it to tenants until we are ready to move into it ourselves. What do you think of our plan?

A. Frankly, not much.

Owning an out-of-state rental property is rarely a good idea, regardless of a person?s age. Managing a far-away rental home can be difficult, but few small investors have the financial wherewithal to pay the stiff fees that professional management companies charge while still turning a profit.

Equally important, your letter states that you and your wife plan to retire ?in about three years.? That?s a pretty fuzzy timeframe, and a lot can happen between now and then. Your retirement-housing choices might change dramatically if you or your spouse become ill, decide to work longer than expected or one of you passes away.

Coping with such issues would only be more difficult if the two of you had purchased a retirement home that you no longer needed. It?s true that house values are low today, but you shouldn?t purchase a property ? especially in another state ? with plans to lease it out until both you and your spouse pick a firm retirement date that?s only six months or a year away.

?

Q. We purchased a home last year and had to pay for a private mortgage insurance policy because our down payment was very small. Can we deduct the monthly cost of the insurance on the tax return that we are completing now?

A. Yes, provided that you don?t have an above-average income.

Private mortgage insurance, commonly referred to as PMI, is usually required when a borrower makes a down payment that?s smaller than 20 percent of the home?s purchase price. Although the buyer must pay for the coverage, the policy essentially benefits the lender because it will reimburse the bank for some or all of its losses if the loan eventually goes into default.

The deduction was created through the federal Tax Relief and Health Care Act of 2006. It?s gradually phased out for married joint tax filers whose adjusted gross income tops $100,000, and disappears for those who earn more than $109,000.

There are a handful of other minor requirements. For details, get a copy of Internal Revenue Service Publication 936, Home Mortgage Insurance, by calling the agency at 800-829-3676 or by downloading the document it from the www.irs.gov website.

The deduction will expire this year, unless our bickering Congress extends it.

Small business owners and working people constitute the core of the American electorate. They share the same origins and have far more in common than the major political parties would have them believe. Their shared political, social and family needs are being ignored by both parties, as they are cynically played one against the other.

A Common Background

Organizations of craftsmen have an ancient origin and evolved into hundreds of specialized guilds in the Middle Ages. These guilds combined labor and small business. Members worked for themselves and trained their own apprentice helpers.

Along with independent farmers and local merchants, skilled craftsmen were the primary employers until the industrial revolution. Industrialization created the need for masses of unskilled workers and the conditions which ultimately compelled their organization.

Success of the earliest industrial strikes depended on local small business owners, who provided the necessary credit and support that allowed workers and their families to survive.

American small businesses and laborers have organized for self protection from the very beginning of the country. The bakery owners of New York City stopped baking in 1741 to protest price fixing by municipal authorities and printers struck in Philadelphia in 1786 for higher wages.

The Progressive Movement in the early 1900s was supported by labor, small businesses, the professional middle class and women activists. They sought to reform every aspect of the political system allowing voters to more directly control their government and to improve the quality of life for their families.

The Division of Labor

A strong labor movement expanded during World War II and the postwar era to reach its peak in 1972, with the organization of almost one third of all public and private workers. These union members were the ground troops of the Democratic Party.

With the comfort and security of higher earnings and benefits, skilled workers moved up to the middle class and many of them and their children started small businesses. At the same time, President Reagan?s war on organized labor began to cut the ties that workers had to their unions.

These factors, combined with Republican cooption of ?family values? and religious matters as political issues, has resulted in only about 11% of workers, primarily in the public sector, now represented by unions. Almost 50% of all workers are voting for Republican candidates, often against their own interests.

Small Businesses and Their Workers

Half of all working people in the United States either operate a small business or work in one. Small businesses represent 99.7% of all U.S. private employers and have, since 1989, created 93.5% of all net new jobs in the country. (National Small Business Association)

Almost three quarters of all U.S. business firms have no payroll. In other words, most are operated by self-employed persons, who may or may not have other sources of income. Of the almost six million firms with employees, 78% employ fewer than 10. (U.S. Census Bureau)

Given these realities, there is very little effective contact between small business owners and labor unions; however, there is a very high degree of shared interests between most small business owners and workers in America.

Suffering

Small business owners and workers share the anxiety of economic uncertainty, including the difficulty or impossibility of obtaining health insurance, saving for retirement and providing education, food and shelter for their families.

Small business employers and their employees travel to work over the same unrepaired roads, and they send their children to the same rundown schools that suffer from a lack of teachers, funding and direction. Their homes have negative value, they live in the same environment, drink the same polluted water and breath the same poisonous air. Their food supply is dangerous, and they all pay more than $4 a gallon for gasoline.

Failure of Representation

Whether they vote democratic or republican, the interests, aspirations and needs of workers and small business owners are ignored by their political parties, both of which are indebted to and controlled by large corporations and the wealthy elite.

With its decision in Citizens United, the Supreme Court reversed two hundred years of progress toward a democracy for all of the People. The U.S. Government no longer represents the voters who elect it, including the workers and small business owners of every political party.

The rallying cry last heard during the American Revolution, ?no taxation without representation,? is once again on the lips of American workers and small business owners.

Solution

The bipartisan outrage over the Supreme Court?s decision in Citizens United has led to a number of proposals to reverse it through an amendment to the U.S. Constitution. The best known of these is the effort by Move to Amend, which restricts constitutional rights to natural persons only and which disallows the equation of money and free speech.

The Move to Amend proposal is a good start; however it does not go far enough. In fact, after a long and difficult amendment process, it only returns the electoral process to where it was the day before the court decision, a time when things were not so great for working people and small business owners.

The Voters? Rights Amendment (USVRA) includes the Move to Amend proposal, but goes further to clearly establish that the right to cast an effective vote is an inherent right under the Constitution. In addition, it provides for a national paid voting holiday, a national hand-countable paper ballot, and a process for the people to have a more direct role in the formulation of public policy. Finally, it mandates voter registration and prohibits voter suppression.

Transformation

The USVRA will transform the U.S. government into a more representative democracy in which the power of money and corporations will be curtailed ? one in which the opportunity for small business owners and their workers to live the American Dream will be encouraged, rather than denied.

Events show power of individuals to make history

STOCKHOLM (AP) ? In France a motorcycle gunman throws a presidential campaign into turmoil. In Afghanistan, one U.S. soldier's slaughter of civilians shifts the narrative of the Afghan war more than any policy conceived by the Obama administration.

The past month exposes the limits of leaders who try to shape the world ? and how unexpected actions by individuals can influence the course of history.

"The drama of a singular event can supersede years of policymaking," says Philip Seib, director of the University of Southern California's Center on Public Diplomacy.

And in the information age, there is more space for individuals who are not in positions of power to make a footprint in history, by design or by accident. Consider how the Arab awakening started: a Tunisian fruit seller's self-immolation following a public humiliation by police triggered protests that spread across the Arab World, fueled in part by social media.

And how many people knew of African warlord Joseph Kony before an online video about him went viral this month? Or Pastor Terry Jones of a tiny church in Florida, who stole the global spotlight in 2010 by threatening to burn Muslim holy books?

"If you talk about burning a Quran, and you have access to the Internet, all of a sudden you can inflate your importance in a way that would have been much harder in the age of broadcast and print media," says Harvard Professor Joseph Nye, a former head of the National Intelligence Council.

The biggest of all such wild card events, however, happened long before Facebook or YouTube.

Gavrilo Princip, a 19-year-old Serb nationalist, was a nobody until June 28, 1914, when he shot and killed Archduke Franz Ferdinand of Austria, triggering the clash of alliances that became World War I.

Historians still argue over whether history would have been different had the archduke's car turned a different corner. Some say there's a tendency to exaggerate the importance of individuals. Who lit the match, the argument goes, may be less important than who placed the firewood.

The underlying pressures that can foment major changes in society are typically building up long before an unpredictable event provides the trigger, says Professor Michael Oppenheimer of New York University's Center for Global Affairs.

"It's a surprise because people haven't really been paying attention. Then suddenly a spark sets off these forces that have been gathering below the surface of reality, and there's a sea change," he says.

Sometimes that sea change is catastrophic, like in World War I, and other times it spins the world in a more positive direction.

Rosa Parks refused to give up her bus seat to a white man in Alabama, and set in motion a chain of events that ended racial segregation in the American South.

Individuals who stood up to oppression have a special place in history: The unknown Chinese man who stood before a tank at Tiananmen Square in 1989 or Nobel Peace Prize winners like Aung San Suu Kyi in Myanmar or Lech Walesa in Cold War-era Poland.

Geir Lundestad, a Norwegian historian and the nonvoting secretary of the peace prize committee, says that when individuals tap into "deeper forces" in society they can have major impact on the world. Major changes are almost always driven by local events, he says, and people tend to "overestimate" the ability of policymakers ? especially in Washington ? to chart the world's direction.

"There is an assumption, particularly in America but also other countries, that because the U.S. is clearly the most powerful country in the world it can in a major way influence developments everywhere," Lundestad says.

No doubt, political leaders of major countries still play a huge role in world affairs; wars were started in Afghanistan and Iraq because of policy decisions in Washington, reacting to the terror attacks of 9/11. But the 19th century "Great Man" theory, stipulating that history is written by kings and generals, no longer holds true in today's interconnected world.

Since 9/11, the relationship between the West and the Muslim world has been fraught by wild cards that forced policymakers on both sides to react to random acts by individuals.

Before Muslim holy books were burned in a trash pit at a U.S. base in Afghanistan this year, and before Pastor Jones threatened to light his own Quran bonfire, there was Europe's cartoon crisis.

Twelve Danish newspaper caricatures of the Prophet Muhammad went largely unnoticed for nearly half a year. Then in early 2006, after the drawings filtered to Muslim countries, Danish and other Western embassies and consulates were torched and scores of people were killed in riots from Libya to Indonesia.

Denmark ? the country that gave the world fairy tales about mermaids and ugly ducklings ? was thrust into the cross-hairs of al-Qaida. It took months of diplomacy to soothe the crisis, but Denmark's relations with the Muslim world have not fully recovered.

This month, Army Staff Sgt. Robert Bales allegedly slaughtered 16 Afghan civilians, including nine children, in a nighttime shooting rampage outside Kandahar.

Military officials say he crept from his base to two villages, shooting his victims and setting some of them on fire. The killings sparked outrage in Afghanistan, and could ultimately do more to hasten the return of other U.S. troops than any negotiation.

In France, the fallout of the attacks on French soldiers and a Jewish school by a suspected Islamist extremist is still unclear. But they have given an unexpected bounce to tough-talking President Nicolas Sarkozy, who had been trailing badly in polls and widely expected to be heading into defeat.

A Norwegian's rampage last July, massacring 77 people ? mostly teenagers ? in the name of an anti-Muslim revolution, underscored that the threat of solo raids by individuals can come from any direction.

Many say Norway's response to that event deserves recognition.

Instead of a knee-jerk response ? tightening laws or clamping down on civil liberties ? Norwegian policymakers decided that the best way to defy individuals bent on changing society by deadly force is to change as little as possible.

Says Lundestad of the peace prize panel: "I do think there's something the world can learn."
