Navitas to establish college in Birmingham

Education company Navitas will continue its expansion in the United Kingdom with the establishment of a college with Birmingham City University.

Bermingham City University International College will be established in the UK's second biggest city under a 10-year agreement between Navitas and the university.

It will be Navitas' ninth college in the UK and the company is expecting it to reach operational break even in 18 to 24 months, the pattern of other Navitas colleges.

Navitas chief executive Rod Jones said he was delighted to be expanding with such a reputable university.

"We are also very excited by the university's commitment to graduate employability and research successes, and believe there will be strong student interest globally," Mr Jones said in a statement on Thursday.

Birmingham City University has about 25,000 students and has a focus on education and research for professional and creative practice.

Shares in Navitas declined four cents, or 1.1 per cent, to $3.51 by 1430 AEDT, in line with the wider market.

Debt advice for anyone concerned about unemployment

The Debt Advisory Centre is reminding everyone to do what they can to protect themselves against financial hardship in the event that they're made redundant, after it was revealed by the Office for National Statistics that unemployment has hit a 20-year high and that there are currently over 1 million young people unemployed.

Some of those people may be able to rely on savings, but some may find they need to borrow money to get by. If you're in work at the moment - are you prepared for what might happen if you lost your job?

Growth forecasts predict that the economy will only grow by about 1% over 2012. Also, it's predicted by some experts that unemployment will rise further this year and the next. Sir Mervyn King, Governor of the Bank of England, has said that growth over the next few quarters would be "markedly weaker" than previously thought.

Unemployment can easily lead to debt. The debt charity the Money Advice Service has said that one in eight of the people who became unemployed in the third quarter of this year will have severe debt problems as a result.

A spokesperson for the Debt Advisory Centre commented: "If you are employed at the moment, consider whether you are doing enough to protect yourself financially if you lost your job. It is certainly worth putting whatever you can afford into savings every month. Even ?50 a month (just ?12.50 per week) would grow into a substantial pot of ?600 after only 12 months.

"If you're worried about your job security but can't afford to save at the moment because of debt payments, it's particularly important to get those debts paid off. If you can't even afford those debt payments, you may be able to lower your monthly payments with one of the many debt solutions that are available to people in debt. A professional debt advisor will be able to tell you about the various ways out of debt.

"If you are unemployed, do what you can to avoid borrowing. If you have savings to fall back on, so much the better; even so, you may find it impossible to maintain the same standard of living as when you were working. Addressing your spending and living within your means will help you to cope with unemployment and avoid unnecessary borrowing while you're out of work.

"Finally, make sure you are receiving all the benefits and tax credits you are entitled to while you're not working, although this isn't likely to be a great amount. While you're out of work, draw up a new budget taking account of your present income and try to make sure your expenses remain less than your income. Things may be difficult for a while, but unemployment is usually temporary, so focus on your goal of finding a new job, or retraining."

Florida's Mike Rosario cleared to face Rutgers

Florida junior guard Mike Rosario, who missed the Gators' last two games because of back problems, is expected to play Thursday against his former school, Rutgers.

Coach Billy Donovan said Rosario practiced in a limited fashion Monday and then went full-bore Tuesday and showed not problems Wednesday. Thus, he is expected to be in the starting lineup Thursday at Rutgers.

Rosario, a Jersey City native who led Rutgers in scoring as a freshman and sophomore, sat out last season because of transfer rules. He's averaging 9.4 points, shooting 41.7 percent from 3-point range, for the 10th-ranked Gators this season.

Health Tip: Wear Your Seat Belt During Pregnancy (HealthDay)

(HealthDay News) -- Wearing a seat belt is particularly important during pregnancy, when you're protecting for two.

The American Academy of Family Physicians offers these suggestions for moms-to-be while traveling in the car:

  • Wear your seat belt properly, with the lap belt beneath your belly and the shoulder strap positioned between the breasts and to the side of the belly.
  • Move your seat back as far as possible if you have airbags. Tilt the seat to give your belly more space.
  • If you aren't driving, sit in the back seat.
  • Always see your doctor immediately after a car accident, even if you don't feel like you are hurt.

Strong quake shakes Siberia (AP)

MOSCOW ? Miners in a swath of southwestern Siberia are being told to leave their shafts after a strong earthquake shook the region.

No injuries or damage have been reported from the quake, which had a preliminary magnitude reading of 6.6 and hit late Tuesday.

The epicenter was about 100 kilometers (60 miles) east of Kyzyl, capital of the Russian republic of Tuva that borders Mongolia, according to the U.S. National Earthquake Information Center and Russian seismologists.

Russian news agencies quoted Emergencies Minister Sergei Shoigu as saying miners in the coal-producing regions of Kemerovo and Khakassia were being taken out of the mines.

In Kyzyl, residents of multistory buildings who were concerned about aftershocks were being allowed to spend the night in schools, the state news agency RIA Novosti reported.

After 3-month break, Mubarak trial resumes

The trial of ousted Egyptian president Hosni Mubarak resumed Wednesday with the 83-year-old wheeled in on a hospital gurney. Ayman Mohyeldin joins MSNBC live from Cairo, Egypt.

CAIRO -- The trial of former Egyptian president Hosni Mubarak, his two sons, the former minister of interior and six senior security officials resumed in a Cairo court on Wednesday after nearly a?three-month recess.

Egyptian TV showed 83-year-old Mubarak, covered by a green blanket and lying on a hospital gurney as he was brought from a helicopter and taken to an ambulance for the short ride to the courthouse.


The men are all facing murder charges for ordering security forces to kill demonstrators while trying to suppress an 18-day popular uprising against the 30-year rule of Mubarak that began on Jan 25, 2011.

The trial was in recess for close to three months because a separate petition had been filed to replace the presiding judge. That petition was not granted and the same judge will continue to preside over the trial.

On Wednesday, defense attorneys asked the judge to call senior members of the intelligence services and other branches of Egypt's Armed Forces who were serving during the revolution and since then to testify.

The defense is arguing the security forces were acting within the law to contain the uprising but were never given specific orders to "kill" demonstrators.

So far, the most critical testimony of the trial has come from Field Marshall Mohammed Hussien Tantawi, the Commander of the Supreme Council of the Armed Forces, the ruling military council. His testimony has been sealed for security reasons. The defense has also requested the judge hear the testimony of SCAF second-in-command Field Marshall Sami Annan, Chief-of-Staff of the Armed Forces.

The defense believes the two men and other senior officials will testify that they were never given orders by the former president to kill protestors.

The trial has been adjourned until Monday, Jan.?2.

Journalist are allowed to attend the trial under very strict rules as to what they can publish. Egyptian State TV, which was originally allowed to broadcast the trial, has since been barred from broadcasting the trial live.

Revolutionary groups have had a long-standing demand that Mubarak and his aides stand trial for the killing of protestors. The delay in the start of trial and it's lack of transparency has led many to criticize the SCAF that it was?never serious about bringing the former president to justice.

Last-minute holiday shopping gives lift in finale

(AP) ? The holiday shopping season turned out to be two seasons split by a big lull.

A surge in buying in the two weeks before Christmas coupled with a record-breaking Black Friday gave retailers a solid season. The doldrums between the buying binges show how shoppers have learned to wait for the discounts they know will come.

For Dec. 1-24, spending rose 4.7 percent compared with the same period last year, according to research firm ShopperTrak. In November, it rose 4.1 percent. A 4 percent increase is considered a successful season. A combined figure for the whole season won't be available until after Dec. 31.

The increase is good news for the economy, because it shows shoppers were willing and able to fund a holiday splurge. Consumer spending, including major items such as health care, accounts for 70 percent of the economy.

Still, plenty of shoppers are pinched for cash in the slow economic recovery, and were seeking the best deals. Stores have trained even shoppers who are primed to spend to look for a discount.

In the week before Christmas, last-minute shoppers gave retailers a 4.5 percent increase in revenue at stores open at least a year with the same week last year, according to the International Council of Shopping Centers-Goldman Sachs Weekly Chain Store Sales Index.

The index estimates sales at 24 major stores including Macy's Inc. and Costco Wholesale Corp. Revenue at stores open at least a year is an important measurement of a retailer's performance because it excludes the effects of stores that open or close during the year.

Total retail revenue for the week ended Saturday rose 14.8 percent compared with the year ago, ShopperTrak estimates.

Gift buyers gained steam as the season went on. The store revenue figure rose 0.9 percent last week from the week before, building on a 3.4 percent increase the week before that.

"The downs and ups were much more accentuated," said Michael P. Niemira, chief economist at the trade group. "It just shows how cautious the consumer is. Consumers are bargain hunters more today than ever before."

The post-Black Friday lull was deeper than usual this year. The two weeks after Thanksgiving weekend showed the biggest percentage sales decline since 2000. Then, during the final two weeks before Christmas, sales surged again, by the highest rate since 2005, Niemira said.

"The holiday season was good but uneven," Niemira said.

Stores are expected to benefit when shoppers come back to spend their gift cards, because people often spend more than the cards' value. In addition, gift card sales are recorded only when shoppers redeem them.

People have more money on their cards to spend. According to an ICSC-Goldman Sachs survey of shoppers conducted Sunday, 18 percent of holiday spending went toward gift cards, up from 14.6 percent last year.

ICSC said it expects holiday sales for November and December to rise in line with its forecast of 3.5 percent.

The week after Christmas, which includes six shopping days, should be strong. But it's being compared with seven days last year because the week as retailers measure it ends on Saturday.

As proof that consumers are timing their spending to when they know they'll get the best bargains, Black Friday, the day after Thanksgiving, was the biggest sales day, as expected, generating sales of $11.4 billion, up 6.6 percent from a year ago, according to ShopperTrak.

But based on preliminary data, Christmas Eve and Dec. 26 were the second- and third-heaviest spending days of the season, according to ShopperTrak founder Bill Martin. He had originally expected Saturday, Dec. 17, to be the second-largest. Christmas Eve wasn't even forecast to be among the top 10 days.

"Shoppers are willing to spend when they know the biggest discounts are available," said Martin.

ShopperTrak measures foot traffic in 25,000 stores in the U.S. and blends those figures with economic data along with proprietary sales figures from merchants. The data excludes sales from auto dealers, gas stations, restaurants and grocery stores.

A fuller holiday spending picture will come Jan. 5, when stores including Target Corp. and Macy's will release December sales figures.

Cow power - Energy project to transform cow manure into green energy

King County Executive Dow Constantine joined local dairy farmers in Enumclaw to celebrate the beginning of construction on a digester project that will transform cow manure into green energy and other valuable resources.

?The robust agriculture industry on the Enumclaw Plateau is the perfect place for this innovation that will generate renewable energy, save money for family farmers, and preserve the environment,? said Executive Constantine.

Rainier Biogas LLC, a partnership between Skagit County-based company Farm Power Northwest, and at least three local dairies near Enumclaw, will build and operate the digester. The digester is an air-tight tank that uses microorganisms to break down or ?digest? the manure and organic matter. The bacteria produce waste gas that can be harnessed to make electricity. Construction on the $4 million project is scheduled to be completed in summer 2012.

Manure waste management on dairy farms is a significant operational challenge for farmers because of its volume and handling expense. Improperly managed manure can pollute water bodies.

Processing manure over three weeks in a 1-million-gallon digester vessel, Rainier Biogas will generate enough electricity to power 600 typical homes.

The elimination of manure lagoon methane emissions combined with clean electricity will reduce net greenhouse gas emissions by the equivalent of 9,000 tons of CO2 per year, which is the equivalent of removing 2,200 cars from the road.

In addition, the treatment process separates digested straw from the processed manure, creating a source of cow bedding as well as a soil amendment to nourish fields that grow feed, saving farmers thousands of dollars a month in operational expenses.

Employees with King County?s Water and Land Resources and Wastewater Treatment divisions served as technical advisors related to agricultural sustainability and resource recovery, though the majority of the $492,000 King County has committed to the project came from federal grants appropriated by?? Senator Maria Cantwell and Representative Dave Reichert.

The groundbreaking celebration was also attended by Washington State Director of the USDA?s Office of Rural Development, Mario Villanueva; representatives from Puget Sound Energy, One Pacific Coast Bank, Washington State University and the Andgar Corporation.

Gunman opens fire on NATO troops in Afghanistan; several wounded and gunman killed

A gunman wearing an Afghan army uniform opened fire on coalition troops in western Afghanistan, military authorities said Monday. An official said several NATO troops were wounded in the shooting and the gunman was killed.

NATO and Afghan authorities were investigating the shooting, which took place Saturday at an outpost in Bala Boluk district, about 340 miles (700 kilometers) west of Kabul, said Afghan Defense Ministry spokesman Gen. Mohammed Zahir Azimi.

A NATO statement said there were no fatalities among alliance soldiers, adding that it was its policy not to comment on other casualties. An official who asked not to be named because the investigation is ongoing said several coalition troops were wounded in the shooting. He said the man who opened fire was later killed by the NATO troops.

If the probe confirms the gunman was a soldier, the shooting would be the latest in a series of attacks by Afghans against coalition partners. Those shootings have raised fears of Taliban infiltration as NATO speeds up the training of Afghan security forces.

The expansion of the army and police is a critical element in NATO?s exit strategy from Afghanistan.

Coalition troops are to end their combat role in 2014, and the goal is to have 195,000 trained Afghan troops in service by next October. Afghan security forces have already started taking the lead in several regions as part of the process that will put them in charge of security across the nation by the end of 2014.

Commanders of NATO?s training mission have said that coalition and Afghan forces keep a sharp eye out for possible Taliban infiltrators at the recruitment, training and deployment stages.

Military officials estimate the number of insurgents at between 20,000 and 25,000 men. Although outnumbered, the Taliban have mounted a series of high-profile attacks that have brought into question NATO?s claim that it has the upper hand in the war and that violence is decreasing.

A Taliban statement said on Monday that the insurgents were confident of victory and that the NATO forces would face the same fate as the Soviet invaders who withdrew from Afghanistan in 1989 after an almost decade-long war.

The insurgents ?are successfully withstanding all the coalition forces led by the U.S. invaders and will make them all face the same fate that befell the Red Army,? said the statement marking the 32nd anniversary of the Soviet invasion in 1979.

Tim Kawakami: It wasn't pretty, but 49ers coach Jim Harbaugh got what he wanted

SEATTLE -- The season wasn't on the line, but the 49ers played like it was.

That's how they saved their No. 2 spot in the NFC playoffs. That's the only way they possibly could've.

With sweat, bellowing, bruises, astonishing plays and yelps of purest joy.

"Merry Christmas!" yelled one 49ers assistant coach as he left the coaches booth and raced through the press box.

It was that kind of game.

The 49ers players watched several teammates carried off the field during this one; they heard the thunderclap of the Seattle crowd; they fell behind and stumbled a bit in the face of all the noise and power the Seahawks could muster.

No, the season wasn't on the line for the 49ers. But something important was there to be gained -- or lost -- anyway.

"I think it was a playoff-type of atmosphere, playoff-type of a game," coach Jim Harbaugh said after the 49ers' grueling 19-17 victory at CenturyLink Field.

"A great preview for our team for what the playoffs is going to be like."

If it's anything like this, the 49ers will have a postseason adventure, for sure, no matter how long it lasts.

The 49ers didn't play beautifully or perfectly. They got bogged down in the first half and they gave up many more rushing yards to Marshawn Lynch (107) than the defense is used to allowing.

Things got nervous. The 49ers looked like they were about to cede the No. 2 slot -- and a bye in the first week of the

playoffs -- to the New Orleans Saints.

But that didn't happen. The fall was averted. Happiness spread through the 49ers Universe.

And after the 49ers pulled out the victory, they were properly proud of succeeding under duress, after losing Delanie Walker and Kyle Williams to injury, and with Seattle playing to stay relevant.

"As you can see, they threw everything at us," Alex Smith said of the Seahawks. "They were geared up for this. This is about as hostile an environment as it gets."

The 49ers took some hits, no question -- literal and metaphoric and both kinds were punishing.

But they got to this place by dishing out just as many, or more, to almost every opponent they've faced, and that's exactly what happened on Saturday.

Vernon Davis saved the day with several huge sideline-dancing catches in the second half; then Larry Grant saved the day by stripping the ball from Tarvaris Jackson when the Seahawks were driving in the late-going.

Then Smith and Michael Crabtree saved the day with a beautiful 41-yard hook-up to set up the game-winning field goal try; then Akers finally saved the day by making it, his fourth on the day and 42nd of the season, breaking an NFL record for most field goals in a season along the way.

All along, the 49ers' offensive line held up through the cacophony, and the defense was just good enough to keep things lively.

"We did what we could to get this bye," tackle Joe Staley said. "We've got one more week -- we've got a big game next week to lock it up for sure.

"We'll have some time hopefully to get those (injured) guys rested and come back for the playoffs."

Now, the 49ers can clinch the No. 2 seed if New Orleans loses on Monday night to Atlanta or if the 49ers win their regular-season finale in St. Louis.

This victory pushed the 49ers to 12-3; so of course, the season wasn't on the line.

But Harbaugh made it seem like something huge was at stake when he called timeout early in the second half before a crucial fourth-down play.

Harbaugh immediately ordered his offense to come off the field and surround him, then performed an emphatic monologue, complete with big hand gestures and a general challenge to his offensive line.

What was that about?

"A little bit of gamesmanship," Harbaugh said, explaining that he wanted the Seahawks to think he was yelling at the offensive line to set up a run play when he had a pass all ready to go.

Yes, it was a play-action pass that ended up gaining 16 yards when Smith hit Davis deep in Seahawks territory.

Smith said he didn't quite know what was going on when Harbaugh was yelping at the offensive line for such a long time.

"He's going off on a tirade about running the ball and being physical, I was like, 'man, it's like fourth-and-2 or -3,' " Smith said.

"And then he kind of alluded that it would be the play-action pass. Good play-call. Nothing surprises any of us any more with him. Just got a lot of tricks up his sleeve."

That's playoff-level gamesmanship, though it's Harbaugh, so who knows what he's capable of once the big games arrive.

He wanted his team to face some January-level questions, and he got them on Saturday . He wanted to see the sweat and bruises and see what his players could do.

Harbaugh got his answers. It wasn't pretty, but it was everything he wanted.

(AP) ? Six members of a Texas family apparently opened Christmas presents just before a relative dressed as Santa Claus showed up, opened fire and killed them before killing himself, police said Monday.

Grapevine police spokesman Sgt. Robert Eberling said the shooter showed up in the Santa outfit shortly before gunfire erupted and was a member of the family. The identity of the shooter and the victims will be released after autopsies are conducted Monday, he said.

Police went to the apartment midday Sunday after dispatchers received a phone call in which no one was on the line. They found four women and three men, aged 18 to 60, dead. A motive for the shootings remains unclear.

Investigators worked overnight, meticulously searching the apartment, along with three vehicles parked outside.

"It appears they had just celebrated Christmas. They had opened their gifts," Grapevine Police Sgt. Robert Eberling said Sunday, adding that the apartment was decorated for the holiday, including a tree.

Two handguns were found near the bodies, and it appears all died of gunshot wounds, he said.

Grapevine Police Lt. Todd Dearing said investigators believe that the victims were related, though some were visiting and didn't live in the apartment. He said police are looking for other relatives to inform of the deaths.

"Seven people in one setting in Grapevine, that's never happened before. Ever," Dearing said.

Many of the nearby apartments are vacant, and police said no neighbors reported hearing anything on a quiet Christmas morning when many people were not around.

Jose Fernandez, a 35-year-old heavy equipment mechanic who moved to the complex with his family about six months ago, said he always felt safe in the area, but is now afraid to let his 10-year-old son play freely outside.

"This is really outrageous especially on Christmas," said Fernandez, who was visiting family for the holiday and returned to find several police cars parked outside his home.

"This has shocked everybody. It has scared everybody. I guess something like this can happen anywhere, but seven people dead. It's just very scary," he added.

Fox News Analyst Thrashes Congress On The Payroll Tax Deal With Spot-On NFL Analogy

This morning on Fox and Friends, a panel led by Brian Kilmeade discussed the payroll tax cut deal reached by Congress late Thursday. While the consensus was that John Boehner?s job is safe ? and Jon Bramick, a New Jersey lawyer, said that Boehner showed some impressive leadership skills ? it was Dan Gerstein, a Democratic strategist, who stole the show, giving a concise, pointed statement on just how bad things have gotten in Congress.

Gerstein brought up a stellar sports analogy to paint the Congressional picture in its perfect light. He said that, like last weekend?s Arizona Cardinals-Cleveland Browns game in the NFL (the teams are a combined 11-17), this payroll tax cut drama, ?was a meaningless game played by two bad teams that only partisans care about.? He then expounded:

This is the classic example of Washington dysfunction and the lowering of standards. What are Congress? two biggest accomplishments this year? Shi'ites targeted as Baghdad blasts kill 72 (Reuters)

BAGHDAD (Reuters) ? A wave of bombings killed at least 72 people in Baghdad Thursday, the first attacks since Iraq's Shi'ite-led government was engulfed in a crisis that risks fracturing the country along sectarian and ethnic lines.

The bombings, just days after the last U.S. troops left Iraq, marked a violent backlash against Shi'ite Prime Minister Nuri al-Maliki's move to sideline two Sunni rivals. The tensions threaten a relapse into the kind of sectarian bloodletting that drove Iraq to the brink of civil war a few years ago.

At least 18 people were killed when a suicide bomber driving an ambulance detonated the vehicle near a government office in Baghdad's mostly Shi'ite Karrada district, sending up a huge smoke cloud and scattering car parts into a kindergarten, according to police and health officials.

"We heard the sound of a car driving, then car brakes, then a huge explosion. All our windows and doors are blown out, black smoke filled our apartment," said Maysoun Kamal, who lives in a Karrada compound.

Police and security sources said there were more than 10 explosions across Baghdad, mostly targeting Shi'ite districts. A total of 217 people were wounded.

Iraqi officials linked the attacks to the current crisis.

"The timing of these crimes and the places where they were carried out confirm ... the political nature of the targets," Maliki said in a statement.

A senior U.S. official however said Washington's initial assessment was that the violence was probably the work of al Qaeda.

"It has all the marks of al Qaeda, targeting large concentrations of civilians and it could be that they are trying to exploit this by seeking to recreate the support that they had in the west and the north of the country," the official said, speaking on condition of anonymity.

The United States "stands with Iraq as a strategic partner and a close friend," the White House said. "Attempts such as this to derail Iraq's continued progress will fail."

The last American troops left OPEC oil-producer Iraq over the weekend, nearly nine years after the invasion that toppled Sunni dictator Saddam Hussein. Many Iraqis had said they feared a return to sectarian violence without a U.S. military buffer.

Upheaval in Iraq would have wider consequences in a region where a crisis in neighboring Syria is taking on a more sectarian tone, and Shi'ite Iran, Turkey and Sunni Arab Gulf nations are jostling for influence.

In the other Baghdad attacks, two roadside bombs struck the southwestern Amil district, killing at least seven people and wounding 21 others, while a car bomb blew up in a Shi'ite neighborhood in Doura in the south, killing three people and wounding six, police said.

More bombs ripped into the central Alawi area, Shaab and Shula in the north, all mainly Shi'ite areas, and a roadside bomb killed one and wounded five near the Sunni neighborhood of Adhamiya, police said.

An old woman wrapped in black yelled and called out for her husband, lost under the rubble, after two bombs struck a wholesale vegetable market where they both worked.

"I cannot find my husband, I don't know if they took him out or not, I don't know," she said.

Further explosions struck the southwestern part of the capital late Thursday, including a roadside bomb followed by a car bomb in the Al-Shurta al-Khamissa district and a parked car bomb in the Jihad area, police said.

Violence in Iraq has ebbed since the height of sectarian slaughter in 2006-2007, when suicide bombers and hit squads targeted Sunni and Shi'ite communities in continual attacks.

But the country is still fighting a stubborn, lower-grade insurgency waged by Sunni Islamists tied to al Qaeda and Shi'ite militias who U.S. officials say are backed by Iran.

No group claimed responsibility for Thursday's bombings, but analysts said Iraq's al Qaeda affiliate was probably hitting Shi'ite targets, as in the past, to inflame sectarian conflict and show it was still capable of major attacks.

"The perpetrators have sought to underline the fragile, sectarian balance of Iraq's political system," said Matthew Henman, analyst at Jane's Terrorism and Insurgency Center.

SECTARIAN MAELSTROM

Just days after the U.S. withdrawal, Iraq's fragile power-sharing government is grappling with its worst turmoil since its formation a year ago. Shi'ite, Sunni and Kurdish blocs share out government posts in a unwieldy system that has been impaired by political infighting since it began.

Since its modern borders were mapped in 1920, Iraq has been a patchwork of sectarian and ethnic regions, from the mainly Shi'ite Muslim south to Sunni strongholds in the west and, more recently, the semi-autonomous Kurdistan region in the north.

Even before the crisis, Baghdad and Kurdistan were caught up in a growing dispute over control of some of the world's fourth-largest oil reserves. One dispute involves whether U.S. oil giant Exxon Mobil can operate in Kurdistan.

Sunni Muslim provinces near Saudi Arabia are also chafing against what they see as an increasingly authoritarian government in Baghdad that is interested only in promoting a Shi'ite Muslim agenda.

This week, Maliki called for the arrest of Sunni Vice President Tareq al-Hashemi on charges he organized assassinations and bombings, and he asked parliament to fire his Sunni deputy Saleh al-Mutlaq after he likened Maliki to Saddam.

Hashemi, who has denied the accusations, has taken refuge in Iraq's Kurdish region where he is unlikely to be handed over to the Shi'ite-led government in Baghdad.

Maliki Wednesday warned Sunni leaders they would be excluded from power if they walked out of the ruling coalition, even as senior U.S. officials piled pressure on both sides for dialogue to end the crisis.

The moves against the senior Sunni leaders have fanned sectarian worries because Sunnis fear the prime minister wants to consolidate Shi'ite domination over the country.

Iraq's Sunni minority have felt marginalized since the rise of the Shi'ite majority in Iraq after the 2003 invasion. Many Sunnis feel they have been shunted aside in the power-sharing agreement that Washington touts as a young democracy.

Vitamin D Prevents Fractures, But Role in Cancer Remains Unclear (LiveScience.com)

Taking vitamin D, along with calcium supplements, may reduce your risk of breaking a bone, but there's not yet enough evidence to say whether it may lower your risk of cancer, a new analysis concludes.

People who were taking vitamin D and calcium supplements were 11 percent less likely to fracture a bone than people not taking the supplements, according to the study.

There was an even larger reduction in fractures ? about 30 percent ? among elderly people living in institutions who were taking vitamin D, said study researcher Mei Chung, a nutritional epidemiologist and assistant director of the evidence-based-practice center at Tufts Medical Center.

Chung's analysis was requested by the U.S. Preventive Services Task Force, and was the only study the group requested be done in advance of their draft statement on recommendations for vitamin D intake, set to be issued in January, she said.

As to the studies examining the vitamin's role in cancer prevention, "We just don't have good enough information," Chung said, and factors such as how much vitamin D people were getting in their diets, and how much sun exposure they got were not well-controlled in the previous studies she reviewed for her analysis.

The results of the new study are published online today (Dec. 19) in the journal Annals of Internal Medicine.

Vitamin D in the body

Vitamin D is present in very few foods, though some foods are fortified with it, according to the National institutes of Health. Fish such as salmon and tuna and egg yolks are good sources of it. It's also synthesized by the skin when we're exposed to ultraviolet rays in sunlight.

Research has shown that vitamin D is involved with the depositing of mineral in bone, Chung said, but its potential role in cancer is less clear. Some research has suggested it may promote cell division and other processes that may lead to cancer, but other work has shown it may have the opposite effect, she said. The vitamin's effects may vary across different parts of the body ? it could promote some cancers, but inhibit the development of others.

Chung's analysis included 19 studies examining the effects of vitamin D on bone fractures, and 28 studies of its effects on cancer.

In terms of reducing fractures, vitamin D only reduced the risk when taken in conjunction with calcium, the study showed. The benefit was seen among people taking from 300 International Units (IU) to 1,100 IU daily, according to the study.

The studies she examined conflicted in their findings about whether vitamin D might prevent cancer, Chung said. Three of the studies were prospective randomized controlled trials ? considered the strongest type of scientific evidence, in which participants are divided into two groups at the study's start and asked to either take vitamin D or a placebo ? and these studies suggested that high doses of vitamin D (1,000 IU a day) may reduce cancer.

However, the levels of vitamin D in the blood of participants in those studies were not measured, Chung said, and without such measurements, conclusions cannot be drawn. Some people in the placebo group may have in fact been taking vitamin D supplements, perhaps as part of a multivitamin, and study participants could vary greatly in terms of the levels of vitamin D in their diets, and their sun exposure. ?

Some of the prospective, observational studies Chung analyzed ? in which researchers did measure blood levels of vitamin D, and tracked those levels with cancer cases ? suggested that people with higher levels may have a lower risk of colorectal cancer, but the data for breast cancer and prostate cancer were mixed, and higher vitamin D levels brought an increased risk of having any type of cancer in general. Therefore,?a general conclusion about vitamin D and cancer risk could not be made, she said.

More studies needed

To better determine whether vitamin D lowers cancer risk, controlled trials are needed in which participants' blood levels are measured, and other data on diet and supplements are collected, Chung said.

Taking vitamin D along with calcium has been associated with an increased risk of kidney stones, she noted.

In the body, almost every organ has receptors for the active form of vitamin D found in our blood, Chung said, which is known to affect many cellular processes. Better understanding of the vitamin's role in all such processes would be helpful in assessing the vitamin's potential in preventing diseases, she said.

Iraqi Prime Minister Woes -- Biting the Hand of the U.S (ContributorNetwork)

COMMENTARY | Being an Iraq War vet, every once in a while somebody will ask me what I think of the state of affairs in that country. Even though I had held fast to the hope that eventually the Iraqi people would be able to govern themselves; it's becoming increasingly clear that this is wasted hope.

According to a CNN report, a group of the country's parliament is refusing to participate, citing the Iraqi prime minister is consolidating too much power for himself. The issue that should irk people is Deputy Prime Minister Saleh al-Mutlaq said Washington is leaving Iraq with a dictator. The man is delusional for putting blame on the U.S. for Iraq's current political state.

It has barely been two days since the New York Times reported on the end of the American mission in Iraq. Already there is infighting amongst their government. To put the blame on the U.S. for its prime minister consolidating power is irresponsible and to be honest; the actions of an ungrateful people.

The U.S. gave Iraq nine years of staying longer than popular opinion said it should. The U.S. gave almost 4,500 lives of the men and women of our armed forces. To say that America left Iraq with a dictator is almost sickening.

Make no mistake about it, with or without U.S. involvement Iraq faces a very tough road. They may need help in the future. A report filed by NPR earlier in the week quoted a CIA analyst as saying, "Iraq cannot control its borders."

A time might come where Iraq might need the help of the U.S. again with that issue, or with myriad issues it currently faces. What's to say Washington won't turn a blind eye to Iraq in an hour of need if after nine years of our military trying to help them get their act together it turns around and blames the U.S. for a government it created that it now appears to be unable to control.

It isn't the fault of the U.S. that Iraq's prime minister is consolidating power. America gave Iraq the tools; it just isn't reading the manual.

One village at a time in Haiti

The Boca Grande Hope for Haitians Committee raises funds to build self-sustaining villages complete with schools and water-treatment facilities in Haiti.

On the west coast of Haiti, about 60 miles northwest of the capital, Port-au-Prince, retired businessman Ben Scott has helped deliver what he calls a ?new lease on life.?

Mr. Scott helped to raise $600,000 to build the Boca Grande Friendship Village, a self-sustaining village that includes about 60 homes, a village school, a water-treatment facility, and a five-room vocational school. It also boasts 750 newly planted fruit trees, a community garden, a chicken house, and a cattle farm.

Food for the Poor, based in Florida, coordinated the construction. Scott serves as chairman of Boca Grande Hope for Haitians Committee, which raised the funds. The committee?s next project, Scott says, will be a village for 40 Haitian families now barely surviving on seasonal agriculture in Michaud, not far from Port-au-Prince.?

Congress leaders hope deal near on gov't shutdown (AP)

WASHINGTON ? Shifting from confrontation to cooperation, congressional leaders expressed optimism Thursday that agreement was near on extending this year's payroll tax cut, renewing unemployment benefits and averting a federal shutdown.

"We can extend payroll tax relief for American workers and create new jobs and keep the government running and, frankly, we can do it in a bipartisan way," House Speaker John Boehner, R-Ohio, told reporters, a turnabout from weeks of partisan sniping from both sides.

"No more show votes," Boehner said after praising earlier remarks by Senate Majority Leader Harry Reid, D-Nev., that lingering disagreements on a mammoth spending bill could be easily resolved. "It's just time to legislate."

Reid opened the Senate's morning session by saying he and the chamber's top Republican have held talks to resolve remaining disputes. With lawmakers itching to return home before the holidays, Reid said he and Senate Minority Leader Mitch McConnell, R-Ky., hope they can reach a deal "that would get us out of here in a reasonable time, in the next few days."

Standing just across the aisle, McConnell agreed with Reid ? a stark contrast to recent days, when the two have fired sharp partisan volleys at each other.

"We're confident, optimistic we'll be able to resolve both on a bipartisan basis," said McConnell, referring to one bill that would renew the payroll tax cut and jobless benefits, and a separate spending measure that would keep federal agencies open.

President Barack Obama applied pressure of his own, saying Congress "should not and cannot" go home until it had resolved the issues.

"There's no reason why we shouldn't be able to extend these items, the payroll tax cut, u.i. before holidays," he said, using the abbreviation for unemployment insurance. "There's no reason the government should shut down over this, and I expect all of us to do what's necessary in order to do the people's business and make sure that it's done before the end of the year."

In part, the turnabout reflected the calendar: 160 million Americans would get a sudden tax increase on Jan. 1 if the payroll tax cut was not renewed, and most government agencies would close this Saturday without agreement on spending legislation.

The drive to broker agreements also underscored a sense that weeks of partisan battling, in which each party accused the other of causing tax increases and a federal shutdown, had finally run their course.

"We've done enough back-and-forth, the Republican leader and me, staking out our positions, and our positions are fairly clear to the American people," Reid said.

A clear sign of movement came late Wednesday, when aides said Democrats were abandoning their demand for a surtax on millionaires to help finance payroll tax cuts.

Like congressional leaders, White House press secretary Jay Carney also expressed optimism Thursday about bipartisan compromise. "We believe a deal can get done," he said.

Though Obama has said repeatedly the wealthy need to "pay their fair share," Carney said the White House was open to other ways to pay for unemployment benefits and the payroll tax cut, and he downplayed what had been a key Obama argument.

"The president's priority has not been how it's paid for or raising taxes. It's been lowering taxes for the vast majority of Americans," Carney said.

On a separate spending dispute, House Republicans had said Wednesday night that they would try pushing a massive $1 trillion spending bill through the House on Friday, relying only on GOP votes, to prevent a federal shutdown. Reid said Thursday that he believed remaining partisan disputes on that bill could be quickly settled.

The pre-Christmas wrangling caps a contentious year in a capital hindered by divided government, with Democrats controlling the White House and Senate while Republicans run the House. Lawmakers have engaged in down-to-the-wire drama even when performing the most mundane acts of governing, such as keeping agencies functioning and extending federal borrowing authority, tasks that are only becoming more politically delicate as the calendar nears the 2012 election year.

The GOP-run House approved its version of a payroll tax cut bill this week, but it drew solid opposition from Democrats and Obama in part because it would force work on the Keystone XL oil pipeline from western Canada to Texas Gulf Coast refineries, which Obama would rather delay. They are also unhappy that the bill is financed by cuts to civilian federal workers, Obama's health care overhaul bill and other programs that Democrats say would avoid meaningful contributions from the rich.

In one instance of cooperation, the Senate was expected to give final congressional approval Thursday to a $662 billion defense bill that would allow the administration to prosecute terrorism suspects in the civilian justice system.

The White House had initially issued a veto threat against the bill over language requiring the military to handle some terrorism suspects. An agreement was reached by including a provision ensuring that the role of domestic law enforcement agencies would be unchanged.

The spending bill would finance the Pentagon and nine other Cabinet-level departments, as well as scores of smaller agencies. It would trim the budgets of the Environmental Protection Agency, foreign aid and Congress itself while providing funds to combat AIDS in Africa, patrol the U.S.-Mexico border, operate national parks and boost veterans' health care.
